The population has remained near 2000 since the county was created in 1889. Incorporated cities include Grass Valley, Rufus, Wasco, and Moro, which is the county seat.
Throughout the years many have passed through Sherman County on their way to somewhere else: the pioneers headed for the Willamette Valley, Lewis and Clark looking for the Pacific Ocean, native Americans on their way to Celilo Falls.
